What are some of the best places you can think to hold ICOs, that provide both the investor and the project manager security from fraud, scams so on and so forth?

I think no platform holding ICOs nowadays and maybe if there is it would be called IEO. But this is conducted on exchange platform not another one for solely ICOs alone. If you want to avoid frauds and scams, then go for huge exchange platform such as Binance, Kucoin, Gate, Okex, and Huobi. These five are known for their reputation if there are new projects. But lately, they arent launching new ones, since SEC warned people about the risk on investing on these IEO projects.

ICO or IEO, scam, i think 3rd party or escrow already enough. What  main problem is developer who not develop their project so their tokens dumped in market. That is what make investor lose, about scam or run with investor's money i think escrow is already enough. But after sales end, developer will have full control with our money.

eBay's a terrible place to offer digital goods in general for a bunch of reasons, and so is PayPal, which is still closely related with eBay even after they split a few months back or something of that nature. PayPal's also a very popular method of payment on eBay that people love to chargeback and dispute transactions with, and as the seller or person offering a service you're often unable to fight disputes effectively even with evidence, especially for digital items, not to mention that PayPal's very much against crypto-related transactions.

ICOs are still best held on reputable exchanges IMO, since exchanges are naturally the place that people go to for crypto-related trade, and most exchanges obviously have good terms and conditions for crypto-related buying and selling.

There is no best ICO place at the moment. Many scams occur with the initial ICO offer, so don't expect a place to hold an ICO for investors.
At the time of the ICO and IEO offers do not guarantee the price after the exchange is still in place so you must be careful when buying coins at the time of sale.
The better that is available on the exchange it will be safer.

Yea probably not binance I think that would be overkill personally. So would a ICO build more value into the coin you think?

The best answer should be to create cooperation with the exchange site to hold or manage your ico. That provides more guarantee to the investors to avoid the fraud project. Just try to tell you some projects we're doing their ICO on the IEO platform like binance, kucoin and many more. This is a very effective way to protect both parties from fraud. As long as you are not listing your ICO on the crap exchange site and that will give you more guarantee.

ICOs? ICOs are dead.  Cheesy Or you mean IEO? 'cause if you mean IEO then the best place to do that would be on Binance.
Why? It is the most popular cryptocurrency exchange, good trading volume, and any shill post of a project connected to Binance will surely get more attention to it.
But, getting listed on that exchange is very, very difficult to achieve. The project needs to very good for them to even consider listing it.
