Yes it is scammer Dean Nolan behaving in such a manner that displays how mature he is and how much of a serious "businessman" he is.
As for your PM, he will probably reply now with a delay tactic because you mentioned it publicly and the scammer Dean Nolan has to try to save face by saying:

If his other friend username "BTChap" (who is now posting messages he is skeptical about allegations scammer Dean Nolan did not pay 20 BTC +EV in the betking Christmas 2018 wager) was to see your post about the skipped buy-backs he would no-doubt challenge you and say he was "skeptical" at your claims.
This is the same pathetic scammer that claimed he donated 1 BTC a day between 1st Dec and 25th Dec 2017 to "good causes" but this the same scammer fool Dean Nolan that refused to part with just 2 BTC licence fee for the Crash software he was using without permission and then blamed it on RHavar for the misunderstanding.
Oh yes, this the same scammer Dean Nolan that tried to flog part ownership of his failing betking website to RHavar with promises of profit so large it would make the Atlantic ocean the size of a rain drop.
This was the same scammer Dean Nolan that was supposed to use 50% of the 2017 ICO funds for bankroll. I cannot be bothered to write the other lies spouted by the scammer Dean Nolan through his betking website.
The icing on the cake here is that in his greed to make more money off betking, he did return 6000 BTC investment that was used for bankroll and then proceeded to close the betking website in late 2016. He then had the ICO in August 2017 but by then nobody cared about betking because Stake, PD, Bitsler and so many others have used cutting edge scripts to make the UI and customer experience excellent so betking was never (and is never) going to recover lost market space.
The scammer Dean Nolan then re-opened betking post-ICO with the identical website that he had when it was closed! All the ICO commitments about creating new games and the rest of it were nonsense. The scammer Dean Nolan siphoned-off ICO funds to his own back pocket without fulfilling ICO commitments.
Now he has a new idea after AGAIN failing to sell betking and after failing to stop betking altogether and start his "bitsafe" exchange with the tokens being swapped over
He is now using EOS tokens as his life-saver by giving away freebie tokens to entice new users. The scammer fool Dean Nolan hope 200,000 new users will sign up to betking as shown by what he wrote in the chat on the betking scam website but his friend "BTChap" will remain skeptical while he tried to get some betking bounty for playing ignorant
