The rule is very simple, in the TOS of a gambling site, most of the sites I read, it's not stated that using VPN is illegal or against the rules. However, if the purpose is to evade restriction, then that's a violation, and therefore using VPN is illegal on your side.

I have always thought casinos do not approve the use of VPN's and a lot of my friends in other "restricted" countries did not want to signup under my referral with VPN's.. because they were afraid that the casinos will block their withdrawals, if they did.
