When I try https://github.com/, I get an "Unable to connect" error.
When I try http://github.com/, I get "This site has been blocked as per the instructions of Competent Authority ".

I can able to access github without any problem so far.

Also Github & other 3 sites already UNblocked as per this news

BSNL not picking up github yet. Works on voda, airtel, tata and act. I think some ISP's acted on it and are reversing now.

I think, this service is not yet running... am I missing something. By the way, nice to see that blockchain engineering is rising in India. This field is still highly unexplored and I'm saying that taking into consideration blockchain.info.

I'll ask Amit to take a look at this today. But if am not wrong, we will also not be able to produce a 100% accurate result for this as well.

So, we looking at taking all unspent outputs and getting a total for all addresses linked to an input? Wouldnt this take a fair chunk of time to compute? If I am not wrong, most Block Explorers are taking a guess at the total balances on addresses at the moment. Especially older addresses.

My guess is if you are able to generate transaction history for an address, it shouldn't be computationally expensive to do this.
If I can get the data in .xls format, I think I should be able to process it further.

When I try to export the data from blockchain.info, the input/output addresses are not exported. The transaction ids, date and amount spent are exported.

I'm not sure why u r looking for .xls format, because as I understand, for on the fly data processing JSON/XML are ideal. For rich blockchain API you might check either of the following...

It's a bit of a pain area at the moment. Am aware that QT does show correct balances and maps a lot better, I will try and see if I can call QT directly for this.
