Seems that you are accusing that bitdice is lying about their instant cashout but in fact you got it very wrong. Instant cashout here means instantly after your withdrawal get confirmed while in fact you get stuck on confirming.
I have made some withdrawal in the last few days and all were instant after get confirmed. My last withdrawal was some hours ago and I got it instantly as well. Perhaps there is a bug on the confirmation thing when you did it, but so far it is very good in my end.

They usually announce it in chat aswell, you may take a look around on the chatbox and perhaps you will find some message from steven/kolloh or other (boxxob) that there will be some games/trivias.
If you do not want to miss it then you should make sure to watch this thread and take note the time when they will start it. It may start earlier or a bit late, so you can check the chatbox half an hour before the starting time as announced.
