Do not trust the government
Nearly every time one of my offers is accepted, the bisq client stalls with 100% load. I have to restart it, then I can go on. I'm using the newest bisq version 6.1.0 on ubuntu linux 16.04.3 LTO.

Perhaps this is something you should raise a Github issue on or create a topic on Bisq forum, that is usually used for support. Perhaps the devs will ask you to PM them some logs or something like that. You can find Bisq forum at https://bisq.community

I made a sell 0.475 BTC for NMC order, but an error occured. I cancelled the order, and the BTC have already been send and are in limbo now. Any chance to get them back? (Transaction ID: "9f7051434c505f0859dd6ba3391464931a8ab042742a3658f73fe68bbc2e12c1")

If no one took your offer, since it is canceled, then your coins never left. Only a trading fee was probably paid, which are mostly BTC mining fees.
You can always access the emergency wallet with cmd+e or to even see your private keys with cmd+j. So there is nothing to worry about.

Bisq just reserves funds when the offer is made. It can't send them anywhere until someone takes your offer as it needs his address to lock them in a multisig with the arbitrator and you.

Solved.

I restartet my bisq client, and indeed the balance is showing the expected amount. Thanks for your help.

Can somebody explain, what the arbitrator is doing? Can he play a central rule? Who can become an arbitrator? Link to a doc would be enought at the beginning.

An arbitrator is a third party in a 2-of-3 multisig. He has just as much power as individual traders. If they can't agree, he can be the one that tips the balance.
If the traders don't need him, he can't do nothing to get involved, they will unlock their funds by them self and he will never be contacted to solve a dispute.

The whole project is being decentralized. It is it's main goal. When the DAO is finished anyone will be able to become an arbitrator. Currently the DAO is in phase zero and the complete protocol that will use colored coins on the Bitcoin network hasn't been implemented yet on the mainnet.

* Lower miner fees by fee estimation adjustments (using maxDelay 20 instead of 10 and taking average of 12 last fee results)
* Lower miner fee by transaction size calculation. Instead of using 600 bytes as estimation of trade fee tx we create a dummy tx to get the exact size id funds are on the wallet, otherwise we use 260 bytes for maker and 320 bytes for taker (deposit and payout tx are larger).
* Reduce security deposit: DEFAULT_BUYER_SECURITY_DEPOSIT from 0.03 BTC to 0.01 BTC; MAX_BUYER_SECURITY_DEPOSIT from 0.2 BTC 0.05 BTC, MIN_BUYER_SECURITY_DEPOSIT from 0.001 BTC to 0.0005 BTC; SELLER_SECURITY_DEPOSIT from 0.01 BTC to 0.003 BTC
* Use new trade limits to reflect higher BTC price
    Bank transfers: 0.25 BTC
    Swish, OKPay, PerfectMoney, AliPay: 0.5 BTC
    Altcoins 1 BTC (exception SiaFund as their price is about 3 BCT and it is not dividable, so we allow 4 BTC there)

The question is, what can we do about it? We need some marketing, some explanation on how it works, make it a 15 minute process or something to get started.
