Definitely not on the basis of pictures you posted there because everywhere in the world there are slums and there are cities. But I also want you to also separate and also be more specific. Are you referring to "BLACKS" in Africa or "BLACKS" anywhere in the world because those pictures are definitely in Africa.
And what will you say about the Blacks that have helped build the systems of the world or the ones that have fought on the side of the Whites or the one that is leading the "FREE WORLD" now etc...

There are no such thing as the least intelligent race but per se there should be a least intelligent individual. Different colors and different races has somebody who are highly intelligent and of course highly dumb individual. But for me its not about how much you learn its about how you choose to live your life. You may be intellectual but your life choices are wrong then you maybe dumb for a reason.

I don't know which race is the least intelligent. I think it will be tough competition between the blacks and the Arabs. The honor must go to the Arabs. Even decades of petrodollar inflows couldn't improve their intelligence.

I don't think that way. People were created equally and I see a lot of talented and successful black people here on Earth. This post is too racist. Photos that were provided doesn't mean that they are the least intelligent one with those kind of houses, its just that, thats what they have in life. Not all people were born rich. Some black people can't support education but I tell you, there are famous black people out there.
