It's better to wait before start in trading because the market is in bad situation right now buying altcoins right now getting decreasing so it's better to than no strategy to start for buying coins.
I think you can buy 1-2% of the Deposit some altcoins, as it is difficult to predict to what levels the coins will fall , I think that some good coins can be bought now 
while now it is still a great opportunity for us to make as many purchases as possible because the price of coins is still cheap. because I am sure that this year until the next year the market will definitely increase substantially

I will buy and invest more at bitcoin or altcoin if I have much money, its best time for investing at bitcoin or altcoin because price at lower and dump, your chance to get buying or investing with lower price is come once and never could be bitcoin or altcoin at lower price in the next time, you can buy and invest your money at bitcoin or altcoin, based on how much profitable between bitcoin or altcoin for getting investment.
For now it's better to buy altcoin now because the coins are now inexpensive and that other investors are good at buying potential altcoin to compensate for losses but if you really want to buy an altcoin to hold it you can choose altcoin in the coinmarket.
As you now BTC and altcoin resistance at that level and this is good time to buy altcoin for future investment because in 2nd quarter all market can grow and prices will grow up after June.

It is good time to invest small amount now, of course I am not sure if the price will continue drop, but you don’t want to buy when Bull Run, and then sell in bear market. You want to buy low and sell high to make profit, so it make sense to buy when the price is relative low.

You don’t need to wait i suggest to buy more while the market is bearish and it depends on your choice because you can analyze the market whether it may bull or bear and wait until the value rise up and you can get profit.
I prefer when the price drops a moderate amount of investment so that it can wait for prices to rise, but when the price rises is clear we are waiting for the important, do not be careless .

I don’t think so that you have to wait more for another dump to buy coins because market is already too down but difficult to predict that market will go down any more or not.

I have bought the current dip, or at least... when market cap was still around 120 billion usd. Following my policy to buy after huge drops only, i planned to buy the next dip if market cap is around 60 billion usd. But should i not buy the current dip twice? Because what if the bakkt launching next month is succesful? What if it gets followed up by the ETF getting approval in the february sec-decision? What if it all comes paired with new developments that occur? Is this a realistic scenario for short-term?
What would you do, if you were following my plan/policy? I don't buy with large amounts so i can take some losses, what do you think is best?

My advise is that you should try to stick to Dollar Cost Averaging and not buying large amount at just a dip. This is also something that i am doing at the moment but beware that even so don't over-trade with all your spare cash.
