Indeed, if one affords to buy (i.e. has money at hand he affords to lose), buying looks as a good option. Maybe a short look at DCA (dollar cost averaging) would also be of help. And Bitcoin price should rise, eventually (whether in days, weeks or years).
However, I would never suggest anyone to buy or sell; one has to decide for himself what he does with his own money.

Also if your friend intend to HOLD Bitcoin, learning its basics is a must, especially wallet safety; acquiring a hardware wallet may be also a good idea.

Sudden price gain should not be your major deciding factor when jumping on the crypto-train. It is about long-term investing accompanied by actual learning. If one couldn't even begin to understand the basics then he will just surely lose.

If I can pin-point the exact time and date of when the price goes up and down then I will be raking cash in no time. However, one doesn't simply predict the trend but surely there are "supports" and "threshold" for certain price levels.

Conclusion:

1. Don't invest out of emotion.

Don't just be provoked because FOMO we don't know if this will be a correction after the pump in today and usually they will throw it back to buy it so I think more wait and don't just watch when the pump is bought it can be one of the traps because of FOMO.
I prefer because I have stocked earlier than the specified price so I will now withdraw profit from the 38k figure I don't know in the future, for me this will still be a correction after this so we still have to pay attention to the market.

Should've recommended buying when the prices were still around 29k or 30k USD but right now, it feels like going in is much riskier since the price could drop suddenly resulting in loss and buying right now and then maybe profiting a bit in the increase but your friend ends up getting greedy and goes for a bit more time before selling it.

Whales are everywhere not only in crypto space, they're always present in any form of investments and yeah they want to control the market but the reality is that they can't have the control over the market.
Your friend is FOMOing without even understanding how crypto market works, and that's considered as a wrong step of investment.
I've seen several new comers in crypto space who fail to make a profit because they're rushing to invest when the market is in an upward trend.
There's no wrong entry point in buying Bitcoin If you did your due diligence before putting your money.

It's really hard to give financial advise, believed me, been there that done.

What you can do is to explain to your friend that it is not a get rich quick scheme. The price is very volatile that in just matter of minutes you will see your portfolio going down and it will cause your friend panic for sure. It is not forbidden to enter the market and buy, it is the risk associated with it. And tell him in case he is willing to buy right now, "invest what he/she can afford to lose" in this market.

Bitcoin is not an investment and you shouldn't tell people to buy bitcoin because its price may go up. You should first learn about bitcoin yourself and see what the one and only decentralized currency in existence offers then if you liked the technology and had some basic understanding of it then introduce it as a currency to others who seek financial sovereignty.
