As long as Cryptocurrencies are alive and thriving, anything can happen at anytime, with the previous trends we have seen, one thing is for certain, it cannot be predicted and it will come when it wants to come, so just sit back, relax and wait for it. 
This is not like the hope or description of every person who will come later. everything will be very different because everyone has different expectations. Like some people want to see high prices and some people want to see low prices because they want to buy these coins.
Maybe altcoins season will return or not but stay focus on good upcoming projects more than focusing on altcoins season,I believe that if a project is good enough you won't have to wait around for a bullrun for example look at binance token

Don't be affected by this situation, I think altcoin won't reach the peak of Bitcoin. ATH altcoin is still a reference to bitcoin. maybe in the 6-8 month period the altcoin season starts again.

That's has no definite answers for now, altcoin season still a pending trend to see right now and we need to wait before that happens. Bitcoin price needs to stabilized at very high value before altcoins season will dominate the crypto community. Right now that was so hard to experience, and I saw bearish market tried to pull the market down that also caused sudden fluctuations to initiate quickly.
We would get another altcoin season but Ethereum. Ethereum is most likely not going to anywhere for past couple of months because there is nothing happened on Ethereum world unlike on 2018 where bad news was constantly happening. If we can see good news on Ethereum, then sure we will have round 2 then. :^)
The phases of the ethereum project are different as well as the glory of 2017 where most projects use the platform from ethereum and make prices reach their highest point now 
First you have to wait for alt season, and then think about next seasons, because many people are waiting for the growth of alts, but they do not grow now

as you said, bitcoin starts to dominate the market and starts crawling up. I think altcoin will also follow the rise of bitcoin which is starting to be significant, even though altcoin is currently not showing a significant increase even looks stagnant. then this is the right time to start buying and accumulating altcoin which is potential to rise in the future.
I think bitcoin won't go bearish similar to 2018 so it is unlikely to have an altcoin season this year. But you don't need to wait for that kind of season because many of the altcoins can still have to chance to go up this year even the bitcoin is bullish. If you've been a trader or investor, you already knew what coins that are likely to go up in the days or weeks.
I think the altcoin season will come back again, because there is a new program, IEO. and the IEO has been very successful in launching a number of new altcoins, for me the IEO is the future of crypto as well as replacing the ICO program, because ICO programs have been polluted with many scammers

I'm concerned about the altcoins I have been holding for over a year now. Will they ever rise back to their ath? Btc movement keeps killing them. It is no longer safe to buy the dip as it keeps getting dipper after buying
