Actually, bitdice is registered in costa rica (I'm not going to pretend I know how much that's worth though).

To ajareselde: Most countries don't know what to do with bitcoin or how to classify it (florida for example passed a ruling recently that says bitcoin isn't a currency), so there's no clear ruling on where bitcoin casinos are are actually casinos because what they gamble with isn't recognized currencies or placeholders for a specific currency. This makes the laws regarding online bitcoin gambling a very dark gray area (meaning no-one knows whats right or wrong).

As for the regulatory body protecting players, there are none, and thank for that. Most governing bodies for gambling set rules for casinos, including house edge limits and require a bunch of things, so this means that brick and mortar casinos have a much, much higher edge than most bitcoin casinos (standard 1%, 0.8% on crypto-games, Whoo CG!). This also means that brick and mortar casinos can just pay off someone at the governing body and cheat their players as much as they can without any real implication and no way for the player to find out (even though they don't need to, casinos make a boat load of money off of the mathematical advantage they have over the player, same counts for bitcoin casinos).

What does protect the player in a bitcoin casino is so many times better than a regulatory body for gambling. It's the provably fair random number generators. tldr on provably fair RNG: The site has half a say in what the number is going to be, you have half a say in what the number is going to be, no-one knows what the other says untill the bets been placed and you need the number, and you can verify that the site didn't chang it's mind and the number after you get the bet result. This means that each and ever player can check his own bets and verify that the site isn't cheating him/her in any way, instead of relying on someone else (that can possibly be bribed) to do it for them. Edit: Because of my intimate understanding of how many of these sites and games work, I trust most bitcoin casinos more to be fair than I do brick and mortar ones.

Nothing to do with the price fluctuation, that's an essential crypto thing and if it was just that, there wouldn't be any problem.
The reasons lie with their development team and their current focus on non-gambling games.

On the roulette, I like playing with Playmoney, because it cost too much in btc to place a single bet on (1k per token). I'm still too poor for that.
