Yes, most of these projects are uncalled for and those who are running those projects are just doing it to make their money and that’s it. I see all these projects, but I still wake up and see that another person copied the same project, quite funny. And they be expecting people to invest in projects that are not unique. I saw that information too but I don't think they have actually used it but they are setting it up and would first test it in a smaller scale election like a university election or any related to that to scale it before fully introducing it.
