They will not going to agree and will let it happen. They consider bitcoin / decentralized crypto currency as a very risky type of currency. If you are talking about the whole fiat currency then you are right that it is impossible for bitcoin to replace it because of lacks of supply but in my opinion, it is possible for bitcoin to replace one currency in one country because it has enough supply for them and it is not that hard but so easy to use rather than their fiat.
