No it is not a good time to buy ICO. Better buy it on exchange once it gets dumped. Those ICO that has a bonus with 20%-40% bonus tends to dump by whales to get a quick profit. Avoid those kind of ICO t avoid further loses.

No, that's not the point. Get your facts straight. There are more ICO's now but most of them are low level scam attempts or clone projects. There is no unique good project. Quantity is big but quality is low. That's why you should wait for the good one.
I don't see too many good ICO's right now, also when you consider the market is going down I don't think it's a good time to invest in ICO's. Unless you don't find a very good one just wait for the right time/project to come.

this is already happening with many ICO that is launch in the market, the price suddenly gets dropped too far after it reaches the highest price and now the price stays at the cheap price. for me, it is a good time to invest in ICO after the ICO is launch in the market because like what you see before, the price will stay at a cheap price so you can buy a lot of amount of the tokens and sometimes the price is cheaper than the price when it's on the presale.

It really does depend on the ICO, many of them do drop below the ICO price when they first get listed on an exchange as there will be those that just want make a quick profit.If you believe in the project then you should try to hodl beyond the initial listing and give the project time to mature.

Its always depend what kind of ICO you want to participate and what are you looking for ICO ,longterm or just want to earn profit for shorterm .also after its litsed in the market expect the dump of the price but if you think the one you join is good project then better for you to hold and ignore the price because it will recover soon.
Some ICOs are really profitable. I invested more then 10 icos until today and all of them are now in profit.
So for me yes its profitable and always a good way for investments.

ico prices are not stable and I think that you can get the real profit as opposed to this situation. I prefer a moving market compared to a stationary market. if you have chosen ICO with the best quality but its disappointing, better you patience first and wait until the price rise that is on offer by the ICO. and at times like that, it is better to invest first so that when the price goes up you get many benefits.

To my mind, it is risky when BTC or ETH price is low. As we see, it may be much more higher very soon. So before launching the product, token price have to be doubled or even more.
Now investment ico should not be a good time, the ico market has been very cold, a lot of COINS have been below the issue price, participating in the ico is not as good as buying the encrypted currency below the issue price.
