This site don't scam any users, there is too much transaction in the blockchain at the moment, it is over 50k transaction unconfirmed so it may take some time for you to receive your withdrawal to your wallet, you have to be patient, admin is helpful and always help out users in the chat room on any issue.I just got my withdrawal too after waiting for a few days, users have to understand this is not the fault of duckdice.io, it is the blockchain which needs a fix on this huge number of unconfirmed transactions.

I am pretty sure sometime in the next 90 days or so this fee will be raised to 250Sats/byte which will be at least $1 to send a medium type of transaction.
This is the reason why we need SegWit activated because this is getting ridiculous.
