It didn't need extra development. It is PoW and it works. The original dev left long ago.
Honestly, it could use some development. Maintenance work more or less, updating the wallet to a current version as used in litecoin (but without segwit, please...). Compiling uptodate binaries.
Unfortunately I'm no C programmer, so I can't do that myself. But I'd certainly be willing to help if somebody likes the job
