The problem with it is that the value is still high enough that this isn't a junk coin, so occasionally it gets picked up by multi mining pools that mine coins based on profitability. When they start mining, the difficulty goes sky high. Then they stop, and it takes little miners who may still be attempting to pool or solo mine this coin because they believe in it or the cause or whatever, way too long to mine blocks. There is no profit in mining this coin outside a multipool.
A side issue then is that those multi-miners just dump the coins on the market because they care about profits in BTC, other crypto, or fiat, not RPC. This in turn depresses the price further. Considering this effect plus the blocks that take forever to get through, plus the fact that there is no longer an official developer, this coin has a surprising value.

multipools. doesn't matter. BTC has the same issue. the old school originals were coded before KGW and Digishield.
Yes if the PAUL/rpc had a chance of becoming a currency then yeah fork in the diff adjusters to keep the small miners on line after the getting slammed by the profiteer pools.
There's a solution via price. High priced rpc will unfreeze a block chain quick. It also slows production. It also makes rpc more like physical bullion in that it doesn't move much ... just stays 'vaulted' on the block chain.
If there 12-20 'master' nodes ... about $100/month worth of these nodes ... then even if the chain is locked/frozen/stuck ... pushing the price up will bring the need hash ... the nodes makes the network robust to survive long frozen winters.

nah! get a dev to fork it. or spend the money on nodes and get a secondary exchange.
rpc is on the survive roadmap not yet at the 'promoting and marketing stage'
BOTTOM LINE
the fundamentals and spirit of this algo are spot on! (scrypt when it was the anti-asic option + long steady low inflation mineshaft).
