This is very good time to invest in ethereum, If you invest in ETH at this time then you will get good returns.
Well i don't know what the price was when this question was posted, but i advise you do your own research if you want to buy ETH. Its a good investment, but obviously buy in the dip to make it worth while.

for the right time to buy Ethereum because of a slight decline, for myself I bought Ethereum for a long-term investment because maybe 1 or 2 years the price will recover.

Yes I would advice you buy ETH now if you are thinking of investing. Though as an investor you should have bought like a month ago when the value was still very low and hold till when it reach the pick. I believe ETH will still increase the more anyways so I would advice you to still buy now.
I don't think if there is a better time to buy Bitcoins than now, the value is currently low as its facing a hard time i the market ETH however i a good coin with high growth potential that we all know, and there are high chances that it will gain vallue overtime, there is no other reason to wait, buy now when there is the chance

I think ethereum is still very good to buy it because later in the end of year 2018 the price will be more than $ 1000 and many opinions say that. so to prepare it it would be nice if it had invested in ethereum on before.

Yes today's curren situation of ethereum is a best time to either buy or wait because Ethereum is now in a good status. But still we couldn't rely on the current standing of ethereum because anytime this could be change so make the best of it hodl it cor a while, keep on buying or what else's is definitely good based on your preference.
In my suggestion it's better to buy now than to wait. We don't know what will happen the market now is recovering.
