I sold everything during the first bull, what do i do now
If the bitcoin price rises due to halving, the Etherum price will drop relative to bitcoin, so it is better to sell now.
I would probably buy..but in a moderate manner... 
We may wait for a few more weeks. When the Etheruem reached a lower level and consolidate, we can buy.
Watch out for the BTC halving - it looks like a "Chinese pump" is developing in anticipation of the "havening."

You invested into premined coin and if you did so then you should keep it and see how it evolves...or go to red numbers ROFL. You already made your decision when you were buying so why ask again?
With the PoW, the ICO coins will be diluted. So it is distributed more evenly. PoW will last until next year.
There is mining cost associated with the PoW mining, so it will put a kine of "floor" price on the coin.

I think it is not the time to buy the Ehtereum. It might drop below 0.02 in the next few day or weeks.

When the price is 0.034, it is better to sell. When the price is 0.02, it is better to buy. Now, it is difficult.
at 0.028 I agree, it could go either way. People might want to get into the DAO so buy ETH, or maybe they are done buying now as the price is rising, so the price will stabilize or fall.
Best not to trade if you don't have a strong opinion though, imo.

and how would one know if this is not bottom low? Maybe this is bottom low now and it will only go up so you will miss the train.
We will only know that retrospectively. But if the Etheruem is suported by the community, the price will rise.
