GPS is available and functioning regardless of weather and location. GPS works in the middle of the ocean, hundreds or thousands of miles from any tower.
And of course GPS IS OPEN SOURCE. You can design and build your OWN RECEIVER to take advantage of it. You can test your ideas for yourself.

All you need is a network of powerful land-based radio transmitters at various points on the Earth. Loran-C is a real-world example. It was basically GPS but without satellites. And it worked in the middle of the ocean...
