Yes that right. Both Kane and Bellingham have been an incredible players in their new clubs, they adapt very quicky to their new league's style of play and keep performing better above their previous performance because they both went to teams that are better their former teams.
So far, the two of them can be regarded as the best summer signing in the Europe top five Leagues because they have been performing very well consistently more than any other player that changed their team for another team in the transfer summer.

The two of them if both win their respective Leagues, and perform well in this current Champions League campaign, they will come close to winning the balloon d'or next year.
