Chelsea experiencing a poor season and they won't give us until they get it right. Chelsea board are not desperate to sign a manger, they need a manager that have the qualities of top coaches in the premier league. Todd Boehly made a mistake before, he's not going to make a second one, close range decision will commence soon, but for now, they're making alternatives of a proper coach. Julian Nagelsmann is probably the manager that will redeem victory back to the club, he have quite good experience managing top club like Bayern Munich in bundlesliga.

there is news that reinforces that Madrid will not sell him this summer either. that means indeed as you say, he is still needed as a coating for the Madrid midfielder. it wasn't that he didn't have the ability to compete. but he just doesn't give it enough time to play.
I think, when he can be patient, he will get a place in the main Madrid squad. it's not easy to compete with Modric and Kroos. but Tchouameni will still get some time on the pitch.

Another thing I just realized Chelsea will have to perform better because Chelsea really has a very good chance of getting relegated this season. Neymar is a good player, a supper star at that matter, but I don't think he deserves that amount. Neymar as e speak presently is on injury and has not contributed to the expected level. 100million and above will be too much for the current Neymar we speak of.
