Offcourse, there is many Freebitco.in users who come to Freebitco.in just to claim free Satoshi. So, admin just reduce basic faucet rewards for users who don't gamble at all to minimize loses of website. But they aren't going to ban these users, as long as they aren't abusing website.
In worst case scenario, if faucet will bring too big loses for Freebitco.in, I guess they will just shutdown faucet and will leave just gambling services. But I don't think it's going to happen.

I found freebitco.in and this post and i´m quite confused how it comes that you have so much trust in this site. 5% interest sounds too good to be true and most of the time it is. How should the owner of this site earn this 5% interest? Banks can invest 1000% of peoples credits and can hardly earn this much interest. Sorry for my skepticism, the owner of this site seems to be very active here. It would be a nice thing that in a world full of scamming there is a community like here where people could blindly trust eachother. Sorry for my bad english^^
