How there is no easy way to run a provably fair lottery these days

If anybody can come up with a system for doing so, I would be happy to implement it like I have mentioned before quite a few times. And I would offer a generous bonus for the person doing so as well.

I could assign ticket numbers to all users and do a public draw. However, it still does not stop me from creating fake accounts and giving them tickets to push the odds of winning in my favour. It is possible to hash ticket numbers with a client seed, order them in ascending order and then pick winners. However, it wouldn't make the game provably fair, it would only give an appearance of being fair while it actually isn't and wouldn't doing that be more dishonest?
If enough people think that would be a more preferable approach, it is something I could do but personally I feel it is dishonest to claim something is provably fair when it really isn't. Right now, people who play the lottery know that numbers are picked server-side and that it may not be fair and they buy tickets knowing that. Giving the appearance of being fair while not really being so would give people a false sense of trust.
Also, I haven't seen many public RNG's who offer a service to handle drawing of 100 million+ tickets (which is what we usually have) so I'll need to make something myself. Also 100 million hashes would create a file of 6.4 GB (and last week we had 130 million tickets) so I am not sure how many people would actually download such a file to check the results.

Damn, I never really thought about the practical implication with the hashing of those tickets. The draw is usually almost instantaneous, so I
figured it was a easy and fast process with limited hashing needed. I know https://www.reddit.com/r/millionairemakers/ has some system that
