So that would also make the server seed and nonce different. Maybe he just got confused by luck giving the same result twice in a row.

Sorry to say, but I am quite skeptical. Freebitco.in is one of the oldest and most legit sites that you can find online. Do I seriously doubt they will kill their reputation by creating a game that is not provably fair.

I've clicked on the same link twice before and each time I got a different client seed so I do believe the results are randomly generated.

It almost sounds like you are admitting to multi-accounting. Why would you have access to a different user's link?

But according to leaderboard winners, there has some user who winning with low tickets 2-10 tickets even we all know the chance was almost realy2 small but you still can be the winners.
