The champions league is not won by an individual player, it is won by the team! To win a champions league, Paris Saint-Germain bought Lionel Messi. While Messi isn't a UCL candidate, his time at Barca wasn't good. Despite his top scoring against Madrid and Bernabéu, he didn't deliver his best in this match! Ligue 1 title is all that PSG needs this season, just like Lille won it last season with all their new signed players Hakimi, Wijnaldum, Donnarumma, Messi, Ramos.

I don’t see Monaco challenging PSG anytime soon unless they make major investment in their squad, and only then can they truly challenge PSG for the league title. Also PSG should be handed the title now, because I don’t expect a collapse from them and they have got huge lead which no team can chase now.

I think they do have that idealism.
They know when they want to do something extraordinary in the title race, they will have a hard time raising funds to make up for the team's shortfall. But if they score good enough players this will be an advantage for them in terms of the market so that it can lift the team's finances later.
I think they are the same as Dortmund did in the Bundesliga because they know they will find it difficult to compete for the title
