I have not read of this rumor, the last rumor i read about Suarez was that he could be joining his former teammate Steven Gerrard who is now manager of Aston Villa in England, i don't think it worked out because i have not read anything to say that there is progress with that, Dortmund might not suit Suarez, the club will want a younger option as soon as possible, they will not want a temporary but permanent replacement for Haaland.

He's still a young player, there's still plenty of time for him to develop.
