I wouldn't be too certain about telling people that it's cheap and that ETH will repeat history of going back to go to a thousand dollars. I personally think it will, but personal belief has nothing to do with the outcome in the future. If people are willing to lose the money they invest, then sure, but this kind of advice usually makes people give money they can't afford to lose.
ethereum in its heyday had almost penetrated $ 1.5K, and to be able to repeat again at this time may require hard work from ethereum itself. You can always anticipate that 2.0 will be release this year, and that was a big release so it's likely gonna cause an increase of ETH's value.
Thus far, the price is good, it's climbing to $200 now and this is what we like to see, as the halving is nearing, I can feel a little hype so let's hope it will stay for awhile. Buying ETH at the current price now still gives a good entry, as ETH 2.0 is worth at least $500 IMO.

There are different factors for the investors that will help them in buying a specific coin.1. Development - not a direct factor into it since most of the altcoins are slowly developing but still the price doesn't change but still there are some coins who are rising after a major development has been release. In this case the ETH 2.0 but no signs of reversal for it.
2. Time Frame - If you will buy and you are confident enough that Ethereum will rise in the next years then buy it right now even it is rising. The best time to buy is when it is going down. You buy ETH for long term? Maybe you can buy for yourself.
3. Analysis - This depends on how you are analyzing the coin. If you will analyze ETH in a technical perspective, we can see that it is rising already. At least wait for its drop before you buy. At fundamental perspective, I don't hear any news regarding it (or its just I'm not that good at browsing crypto news

You could have made profit already with like $50 per Ethereum by selling now.

Ethereum still enjoy the support of crypto enthusiast, after all it is still the second coin and the top altcoin in the market, so definitely, if you're longer for a long term investment, it is one of the coin that you have to look at. ETH 2.0 will be a good hype, and then we still have the bitcoin block halving. Because we all know that when bitcoin goes on another bull run, it will have a domino effect and Ethereum will be one 'beneficiary' of this trickle. I think the best time to get Ethereum was went it hit it's lowest, around $80. And then prior to the covid-19 pandemic, it went as high as $260 if I'm not mistaken and everyone thought that $300 was in plain sight. However, a lot of things have change, personally though, Ethereum is still cheap so yes, probably still a good time to get it.

If anybody ask me questing any best altcoin i must say first ETH. You will see best movement always in ETH that may ups and downs. But i could not understand why ETH going up at crisis moment of nCOVID-19. It may be fiat money crisis at present moment so that men are searching alternative money that may be income alternate way. Here crypto is best ever. But if you ask me which is good time to buy ETH i could not say because market is too volatile and anytime it comes to $100

Sure just quote a rising segment of a coin and use that as a method to rope in more people to a shitcoin. Market prices are not indicative of development. Just because some whale decided to buy a coin and raise its prices slowly or immediately does not indicate anything good is happening to the coin. It will be a wrong time to enter when the price has already risen. The time to buy if you wished to would be at the drop when people were selling and not when it is rising. However if you are confident about ETH then do so without any holding back. However previous charts of ETH seem to be useful in this part saying that it has been really bearish in the last 3years.
An experienced trader who is capable enough to make profit in any kind of market situation would see advantages in the current situation of ether and any other major altcoin as well so I think the traders wouldn't wait for a good time. As a holder's point of view it may be decent time to add some ether in the portfolio If the holder has long distance thinking about possibilities basically it's all depends on holder's point of view.
