Crypto market will always go up and down. it is left for you to always follow news to know when it will dump and when it will pump, mostly news affects the crypto market, good news makes the market to pump while bad news makes the market to dip.
In my opinion, you should invest according to your capacity and not based on price.
What does it mean? Should I make a purchase at any price according to my funds? It's some wrong tactics as I think. Before any purchases, I watch on the trend and make some predictions. Becuase of some TA figures can lead to local dumping. And I can buy more. What will in your case?

I don't think so. I'm sure that we haven't see a stable growth in the closest months. Not early Q4 '18. Some predictions link with Elliott waves. And according to this theory we are on the correction wave and next uptrend after 2-3 months

I think in the coming month the price will grow slowly and most likely in September there will be a rapid and stable growth.

For last one week, bitcoin has shown about 15% positive movement. All coins are going up as well.
But current market is red and all the altcoins are similarly move to backward. Most of the investors are selling continuously in this moment so it will fall in market may be this will going to raise on next month but current market is fluctuating. Again all are buying Bitcoin and altcoin so green will come soon. 
I think today it's hard to say whether the growth is going down or when it's best to make a purchase of coins, it's up to you to decide and not to listen to outside advice.

I will suggest against waiting for a dump. There is more probability of prices going up with Goldman Sachs making announcement.

Now is the perfect time to buy the Altcoin you want. Most importantly you do not get the wrong choice Altcoin you want to buy. You have to buy Altcoin which has good prospects for now and the future.

I will suggest you to wait. For last 24 hours, prices are going down when everyone said that we have a major bump coming.
Looks like accumulation has just started, and supposedly this is one of the best time to buy and ride the wave up. Some altcoins are seeing a few gains from time to time now. Could be the bottom in a few weeks.
There is some possibility of prices going down. I will suggest to wait for 1-2 months before making final decision.
Now while the market red is a very good time to buy coins because soon the price will start to grow again.
