Well, rich people need poor people to make everyone call them rich like smart people need dumb people. But sadly some of poor people should suffering from hunger. If we think positive, maybe government already take care some of them, it's likely they just don't know everything about their people.

I believe more has to do with individuals coming on board in this economy alleviation. Some of the governments have tried and have reached their plasticity limit while some have failed over and over again.
