I guess many sites have all these features except the wagering requirement. You have to wager and then only you can withdraw. This is generally done to prevent money laundering, as if they remove this restriction, then many black money will be converted to white and can be easily circulated. I cannot suggest you casinos other than the ones I have personally played on. Try stake.com or bc.game, both are good and best in their respective industries. It will be hard to find a good casinos like this since most of them have a requirement though you can easily fill this one once you save some of your funds before your gamble, probably save that for a week and you can have a good capital to start with. Rollbit might be a good for no minimum withdrawal option but I guess you still need to wager on their site which I think is so easy to follow.
