Can anyone who knows anything about how to trace IPs give an opinion on whether the scammer was using Tor or a VPN service?

Keep posting personal information about Stas aka Alex Backster if you have any. He is reading through the thread and still deciding whether or not to scam. The ICO funds are still there. He is from a country that you can get into a lot of trouble for fraud. Pretty sure he's thinking if the 300btc is worth it or not. I would be more worried if he was from a poor country.
