Of course it's a 100% scam, there are lots of bounty projects that is having a great whitepaper but at the end it's still turns to scam, how much more of a bounty project without a whitepaper? I think ICOs should provide whitepaper for investor guidance. Whipaper needed for investor because project should be have roadmap and goal in near future. Its reflecting what purpose coin created

Somebody with a little experience on crypto will not invest in a project without whitepaper.It's like a car without brakes, you don't know when you gonna hit something.

It's not an ICO either. Whitepapers serves as guide on how and where an ICO is going to. It is where the platform is written, so if there is no whitepapers then most probably it is a scam.

if you asked me this is the one that I'm looking to a legit Ico, this is where they write all you need to know about the project and how they are going to accomplish it, without it we can conclude they are here for fast money and they are not worth investing, this is the first sign of a scam ICO.

I will not talk it a scam or not, if the ICO does not have white paper, maybe investor confidence will decrease, because I think white paper will be very important in ICO.

I am sure that all ICO can be attributed to fraud. Of course, the lack of technical documentation is nonsense. I am sure that only regulation of the market will eliminate this problem. Yep, consider an ico without any whitepapers as a scam ico. Why? Cause that's probably an ico that is all talk, no concrete plans, specifications, etc. If the ico would flourish, i won't expect it to last long. What is an ICO without a whitepaper? A SCAM. Even ICOs that end up being scams usually comes with a whitepaper at least. Investors are getting smarter. Most won't even blink at a project that has a dodgy whitepaper content not to talk of one that has none at all
It depends on their reason for not releasing the white paper yet, but i think white paper is necessary because that is where you lay down about the project and how you will go about the project

Well, it depends on the project, some projects do start their development from building the community member and awareness before the creation of website and whitepaper, so before concluding, you need to ask the devs if they have a plan to launch a whitepaper or not.

if you asked me this is the one that I'm looking to a legit Ico, this is where they write all you need to know about the project and how they are going to accomplish it, without it we can conclude they are here for fast money and they are not worth investing, this is the first sign of a scam ICO.
of course investors will be more careful if they find ICO without white paper. because the white paper contains the goals, ideals, and plans they will make for the future. so how will investors believe if the white paper does not exist?
