Actually nowadays the rate is set on 1 AXEL = $1 (the whole project based on dollar) but in the future AXEL would be available to be converted into any other currency. For example $1 = 0,85€ => 1 AXEL = 0.85€

Not exactly. If we would take a fee for voting that will lead to the situation when just a few people owe ALE coins (company + small number of fatcats). They'll pay a really small amount in fiats. ALE tokens are needed to make your vote a volume — the more tokens you has, the more influence in voting you has.

I believe it is. Same as transaction fee from wallet to wallet - you're paying a small amount and being able to vote for/agains some change or expansion of the system

The ALE system will allow users to vote for a potential changes of the system principles of work. That needed to evade the disagreements and conflicts between users, to put a standard into the system.
That means any platform changes will be allowed within the platform itself. That put ALEhub even closer to the stocks and shares.
