What does this mean?
There was a special investment program to let holders of ICOB to invest in for a max of 6 months. The purpose was to make it attractive for people to hold ICOB, the longer you invested the more interest you would get with a max of 100%.

That's impossible if you can run the Icob wallet there should be a wallet.dat every clone bitcoin client coin has their own wallet.dat in folders and have access my Icobid many times and always find the wallet.dat there,just type start then %appdata% once you access the roaming folder look for Victoriouscoin folder..

I dont think that will be the reason for your problem as i am also holding big amount of coin in my wallet and synchronization is not a problem and even it is staking properly and my pos is also working fine. Just give the clear details about what problem are you facing it. so that we can help you to solve it
