Some rules they should be do is buy back token model and burn token to decrease the supply, and the team founder should solid to development the aim of the project. I am seeing less ICO projects than before right now, and this is something extremely strange, maybe this is because of the market conditions, but yes, most of those ICOs are succesfull ones after all (they reach their hardcap)

There are infinite possibilities on the count of new ICOs because it is an open market and anyone can produce their new project anytime. If an ICO is presented, you can check ICObench for the incoming and currently happening ICOs, ICObench has a brief description of the ICO and it shows ratings of probability of the project success.

I think the Ico of 2018 will be more complete and expandable, with increased application, clear use purpose, simple payment methods. In addition, there are some altcoin that I think it is very Potential as: SGP, SEMUX. I believe it will explode in 2018.

One thing that'll be different is this. With EOS releasing its mainnet in June, Block.One foundation will have several billion dollars worth of funding to sponsor and support dApps rendering ICOs useless. The future is airdrops, funded by VCs, and all it takes to invest is to hodl EOS.
Sorry if that sounded like shilling, but I do think the landscape is changing. Soliciting funds will be different in this next bull cycle. Projects will have to be much more unique (like EOS's 350 day ICO) to appeal to retail investors.
Or they have to target more niche markets completely because as we've seen time and time again, the riches are in the niches. For example, cryptokitties, etherbot, rarepepe are all rare assets on blockchains. They are targeting artists and collectors who have money to throw around. Or asset tokenization. Veritaseum, LAToken, and Proof Suite, and FIC Network (still in ICO) are targeting institutions/corporations which is a very promising model market.

I think that in 2018 everything will become much better! More and more investors are coming to the market! I hope that fraudulent projects will be much less!

neo ico's are really profitable these days. Everyone should follow them but there is huge demand. Find an empty slot is too hard.

I think the most successful and attractive ICO projects come in the middle of the year or in the end. Now after crash of crypto market it takes some time to recover. Then promising project ideas will come and crypto economy begin grow with new force.
