Yeah, red market again and this is why ICO's are having problem when it comes to attracting investors. 2017 maybe a different story now, but hopefully we can recover this year.

It is quite normal to expect the ICO tokens to have a dip in price during the first few months of their launch. The crowdfunding from ICO will be used the developer to make those project go-live. But the token is only like their share or stocks, whatever its goes in the first market, if the project is needed and success in the market, the token will increased in value for sure.
I don’t see a big difference between ICO in 2017 and ICO in current calendar year. Maybe I am not very interested in ICO but at the same time ICO campaigns are not very interesting in itself. Nothing is changed.
