If you want to invest in altcoins for now is the right time, especially if you invest in ethereum and litecoin. Because those coins that will be constantly in price and will increase in their price and has good potential right now. The longer you wait, the longer potential opportunities will be missed out on.
Waiting in this cause is not but just procrastination which is not necessarily profitable at all. I think you should stop waiting and start the most important thing which is to analyze the coins.
There is no sense to wait if you are capable of investing now because i believe that time is money so don't wait of something to come if there is already an opportunity of the present.

price for BTC nowadays is really great to buy in, you can snag it on ~13k, this is really good entry point

Even though you missed the dip that doesn't actually mean that it would be the highest value your preffered holdings would be able to reach specially now that the year has just started. I'm quite sure it every top altcoins would still increase in value and it will happen more likely as we reach again the holiday seasons.
I think that you should not wait. My friend wanted to buy the ethereum at the time when he was worth $ 350 , but he did not buy it. Then he wanted to buy it for $ 800, but he did not buy it either. Now he wants to buy it, too.
If you believe that BITCOIN price will rise in future than start buying on dips. This can be a best opportunity for investing as all crypto-market is red and quite cheap to buy at this point of time.
