What should they be for transactions to go faster?

Higher rating = better.


What do their values depend upon and how can we improve them?

Activity, send more transactions.


The lower limit for reliable transacting is 7-9 non-null nodes.
Is there a higher limit to a number of non-null nodes in IRI.cfg after which transactions are confirmed slower? Is it faster for tx confirmations to be broadcast to 10 or to 30 non-null nodes?

There is no much difference between 10 and 30, the latter eats more traffic.

Yes, but you may lose some iotas this way.

When a new address has been generated with a new seed, is it safe to send iota to it while it is 0% persistence, from the old seed?
Can something be done on the node to speed up persistence to 100% on new generated addresses?

It is ok for an address to be 0%. But transactions must be 100% to be confirmed. If you really want your addresses to be 100%, you can keep creating lots of new addresses and some of them will show up as 100%.

Common reason - doublespending. Nothing can be done in this case. Install 1.0.2 and try to replay.

Huh, I wouldn't know how to double spend if my life depended on it, could have done it accidentally Smiley I just sent one tx 2 days ago and nothing, 0%. Trying to replay it with 1.0.2, getting the same "not replayable now" error.

All looking really good, well done!

Unfortunatelly, I had to remove part of "Sparta" code which allowed us to see how network works in extremal conditions. We still need to test these conditions somehow on the real network, it's impossible to do proper testing on a testnet. Most of user won't like it, but it's really needed, while we run the coordinator we should organize several "war games".

what does that mean in layman's terms for IOTA over the next few weeks? how does this affect the timeline?
