In my country I think bitcoin is legal but the situation of the other country in the legality of bitcoin is I don't have any idea what their government feel about bitcoin.

Well base on the fact that our government does not have control about regulations then it could be considered as illegal. Government sector are aware of this problem to arrive. Taking counter measures and looking for a way on how they can control the in and outs money towards btc investment.

It is not a hot debate. Only few countries (around three to four) in the world has declared bitcoin illegal. Whereas other countries deny that bitcoin is a legal tender and not a real currency. Just saying that bitcoin is not a real currency does not mean that it is illegal to use it. Its just the government who does not recognize bitcoin as a real currency. It is simple, no govt around the world will announce it as legal untill it is taxable and trackable and also the people using each wallet, but all these things are against the decentralized concept of the crypto world so lets see if there will be any solution in the newr future or not.
