The location does not have much of significance. The most hardcore supporters of Trump hails from some of these ghettos (as seen from the primaries in New York and New Jersey). Also, African-Americans living in the wealthier suburbs are equally supportive of the Democrat candidate, just like their compatriots living in slums and ghettos.

Certain areas do vote block Democratic, regardless of the level of corruption in their Democratic structure at the local level.  The areas like that I have personal knowledge of are what would be called "inner city slums/ghettos."

Politics is the art of thinking in the welfare of the community. Then by definition we should all be politicians. However, there are people who become professional politicians, living exclusively from political maneuvering. I do not trust very professional politicians and Hillary is one of these cases.
