I think you should but during ICO if you are really interested in the project. As there are lots of bonus programs on the early stages of ICO. And if the softcap is not reached you get your money back.
I suggest to see the circumstances because sometimes it is better to buy when already in market because bounty allocation if too big can load dump when in share. situations like this should be a consideration

yes, most of ICO now like that, token prices have a big dump after entering the market. I think, this caused by distribution to bounty hunter (airdrop and other bounty campaign) is done not gradually, so bounty hunter feel panic and sell it big scale.
It is always best to buy tokens during ICO period. Specially if we can buy from the private sale or pre sale it is more profitable when comparing to Public sale. The reason is most of the ICO's are giving bonus during this time and anyone can get a huge number of tokens for the cheap amount. So personally i believe that this is one of the good profit gain method than the market purchase. But there are some issues as well and some of the ICO's are scams these days. Further we should do the research before buying any tokens from the ICO's. This is the main reason that most of the investors is buying tokens from the market exchanges.
I noticed that many investors were afraid to buy during ICO because their reason they are cheaper can be bought on market. Especially when they found out that a large percentage is allotted in the bounty program. Many Bounty Hunters immediately selling token/coin even lower than the ICO price.

As what I have observed, most of the token prices during the ICO are reduces in the market. So I think it is better to buy tokens in the market because it is cheaper than when during the ICO. #Datarius
Just to make sure that program is secured and has a good project. So it's better to buy during ICO because the price is low and has some bonuses. But choose an ICO that has a potential to grow in bigger value and search if it is legit.

If that ico will be successful like others did and it have been sold out in just a day,prices in exchanges are bigger mate. As many people want to buy that coin, demand also is increasing,the result is big price of that coin

The goal is to reduce investment volatility while capturing higher than average rates of return. And i think its better to buy during ICO because the price is low compare buying in the market.Because that would be an innovative way to deploy the capital, you can have an early access to a token which has the potential for the capital growth and returns from an investment in the ICOs could be 1000%. But consider to do your own research before buying it. 
I think it depends on many factors. One is the bonuses during presale stage. If a project gave 50% or more, it is likely there will be a lower market price. Also the market in general if it is bullish or bearish. Investors are more conservative in buying at market value in bearish market. And finally of course how valuable the project or product is. My first ICO and bounty is still at x3 and has not gone done to lower than ICO price even during market crash.
I have done better buying after the ICO goes to market. The private buyers who got the real deals and the bounty people will sell off and usually drive the price lower than ICO.

it's true bounty hunters also greatly affect the price of ico in the market, but if there is no bounty, I'm sure ico will not run successfully. plus again there is now a lot of fraud happening in ico. but for myself if you can judge ico well, you can get a big profit. #Datarius
The cryptocurrency market is highly volatile it is the well known truth of this market. Even then in my opinion it is better to buy from ICO's when market is in stable or increasing phase and better to buy from market when market is in deep.
In this period I prefer wait buying in an exchange after the ICO has been listed.... there is too much volatility and also big and good projects are suffering....
for me it is better to buy during ICO than on the market because sometimes the price is higher in the market once listed. So if you are eager to invest in the project, during ICO is your time to buy.
It is better to invest in the pre-sale phase, because at this time you can get significant discounts. True, this usually requires large investments. I know that people are pooled in order to jointly participate in the pre-sale.
Now when the bearish trend is best to buy in the market, because the price is the same as the ICO and there is no need to pass KYC.
ICo is really proitable if it th eproject success and listed in big exchanges . Some major mistake while investing in ICO particiapting in Pre - ICO for highest bonus ., If project got failed then there will be huge loss . some time refund doesn't happen . So its better to invest in market . Find good potential projects based on previous price history.
I used to prefer ICOs. But for a while I prefer markets to invest in a project.

For me it's better to buy during ico. Why? because there's a lot of giveaways which you can't avail in market. That will surely make a profit by the time of it becomes available in the market
