Yes mate, I think it is the right time to buy ETH although the price is not its lowest price this year but if the price would reach its peak again then it would make you huge profit. Let's consider the importance of ETH in the rise of ICO which are almost dependent to ETH.

I think this is a good time to make some buying. Because almost all of the altcoins have low prices, and this situation is not only valid for just ethereum and bitcoin but also many other coins.
