It's about infrastructure of state borders. There are some proper measures which have to be applied when new border appears. Organization of checkpoints operation, construction of border outposts, mining of adjacent areas if necessary.

It happened in Soviet Ukraine, which was a member of UN and one of the most powerful republics within USSR.

So you are partially correct here but the Chernobyl NPP was under responsibility of Kiev's authorities. By the way, there are 17 reactors belong to RBMK series. The most of them are still working while only one of them have exploded, and this have happened on the third attempt to perform an incredibly dangerous experiment. Just like they're doing now, another stupid experiment:
