So basically what happened is that the Italian Health authorities denied Napoli the possibility to play the game. This created a sort of law conundrum because, of course, what's being said by health officials prevails on Italian Serie A decisions.

should be this one, Napoli violated the protocol after a player has been found positive so the Italian Health authority has to spoken.
If Napoli didn't violate the protocol the Italian Health authority had to stay silent since they had a protocol from the government.
So in the end.
Napoli probably violated the COVID protocol.
Napoli violated the FIGC regulation without going into the game.
Juventus violated nothing and they did things as they must do.
The regulation is a 3-0 and 1 point of penalty for Napoli.
If they will not give 3-0 they need to change the Italian regulation for football.Also last but more important if they prove (and it seems clear) Napoli violated the COVID protocol and infected someone, (a player of young team played the same day while Napoli chosen to no leave for Turin) they risk a relegation in Serie B.
