Lottery here in our country runs a charity where people could ask for financial assistance when they are sick or badly need it for health emergencies. I have not tried it yet but I have seen people who go there, queue, and try their luck to be assisted.
How can lottery be used for charitable means and can help residents.
I don't see he was said the lottery is used for charity, but he said the project which run lottery runs a charity, which mean the project is helping the needy people. This is called as corporate social responsibility in finance, where the company help the needy people. Although it sounds like the company has a good sense to help other people, but the dark side is the company actually use this as an another marketing strategy.
I'm curious, danherbias07: is this lottery you talk about run by a private company, or has it something to do with your government? if you could share their name or your country it would be nice.

Every day you will see the same people placing their bets in their authorized lottery outlet here near my place and some even came from a long way riding their motorcycles just to place their bets too.
Millions of pesos every day and sometimes it takes long before the jackpot is hit. I know winners don't like to be televised if they win for privacy and security so how will we know the transparency if there are real winners?
And, I doubt they will just give away the records about how much money is entering which is supposed to be posted in public.
We all know charities are to avoid taxes, and that is one of the reasons they do that.
