I think the answer to this question depends on if your a short term or long term investor in bitcoins or altcoins. Right now the current down trend is very bad news if your a short term investor, cos you can buy now assuming the prices are as low as it gets, only for it to go lower. but any long term investor will just patiently wait for the inevitable rise to come, even though it may take a while

Unfortunately not the lowest price. But here's the fluctuation, we just go in one cycle, and wait. If we go on the right coin, I think it's only a matter of time we'll find our coins back to the top. When this post was started (4 months ago) I was very excited by the price drop. I think now its gone on a bit tooo long, so I am getting impatient lol. I am more excited for the coming price increase now! 
Yeah, we are all in the same situation. But I think I am going put more fiat in if bitcoin price still drops more. Hopefully, we will see bull market returns at the end of this year.

It's definitely exciting to be able to buy your favorite coin at a low price. But can you really buy at the bottom, This is not an easy thing to control.

I agree that prices are really low at this moment , but I'm definitely not excited with it . I'm keeping in mind that market is still following a bearish trend , so present prices could be considered as "low" only at the certain moment of time and everything can change dramatically after the next dump .
I think it's a good opportunity to buy because when the market is red then the next few days will be green that's what happens to crypto,and buying at a cheap price would be profitable we just wait for the price to go up and make a profit.
In my opinion, it's better to wait for the market to stabilize and then make any investments!
