For me I believe it is both, but majorly based on luck… let’s talk strictly about “sport betting” if you’re to consider sport betting that’s where your skills or knowledge of a game can help you make a better prediction than someone who just goes to his account and start selecting games based on the odds; but that alone won’t guarantee your winnings because there are times when we experience an “upset”.
But if you bring slots into the conversation then it’s based purely on luck, your skills won’t help you here since it’s a randomized game and not something you can develop a formula for (as others have claimed to have done).
So you can see that skills and luck plays a role in your wins.
There's nothing we can do on which there would really be those people whom do really love to start up with these kind of discussions on which they would really be that having that kind of question

Going back on the topic then it would really be just that depending on what type of gambling you are dealing with but all of the time on which luck would really be always relevant
but mostly this one would really be needed if you are dealing with casino type of games on which results would really be entirely be random and cant be something be determined.
It is something that analysis could be applied not unless if you are dealing with sports betting and card games then this one would be applicable
