That would be a problem for others that can't access the site if they will ask KYC when a person requested to withdraw his/her balance on the account. My country is also one of the country that cannot create an account on their platform unless you use a VPN then you can create an account. I created my own account not too long ago and I use VPN then I tried to activate the account but it shows error or failed to activate. If they won't require KYC then it wil be great for those who need VPN to access and play.
It might not be mandatory to do KYC for deposits and withdrawals in general, but they may ask for it any time:

Is it only me or does the deposit page pop up for everyone after each login? I don't know about others, but in my opinion, it would be better if that doesn't show up every time, maybe only the first time you log in on the platform.
