better if you invest in old altcoin ,IEO ICO is very risky and insecure although altcoin is also risky but old altcoin has very good potential in the future rather than having entrust to IEO ,which is obviously very new and I hear many unattractive assumptions too

If you want to make a profit on IEO go to Binance Platporm. But I don't think you can join their IEOs because your invesment is too low. But why do you even need to invest in IEOs, ICOs if you hold the coins now to give you the profit you are looking for? All you need is patience and strategy will earn you that much so just stay in eth and btc, the chances are even greater that your invesment will double.
My suggest is that you should trade first, and choose an exchanger / market that already supports IEO like Binance. Binance is a big market many successful IEOs are born from binance, and to save fees you should make BTC and ETH to tokens / coins that have small transaction costs, for example XLM or TRX, after being binated, you can revert to eth or btc or you can directly following IEO there.
And it would be nice for you to look and look at the price of coins in binance, yes if there is no IEO event you should seek profit by trading first.

I think for now is not the right time to invest in ICO or IEO, you better hold your BTC and ETH because that is also a form of investment. Because if you choose the wrong project your money will be lost because scam project or price dump

Better to invest more in btc rather than investing in Ico or Ieo. As there are more risks investing in this both. I like your suggestion man because my amount is to low so bitcoin and Ethereum best choice long time invest at this time. In fact i have no good skills about trading but i want always try to get my best and thanks for your suggest. 
if etf get approved for bitcoin soon ? i think it will dominante up 90 percent this time and for sure prices can rise to 100000 usd per btc .etf will approved for bitcoin only and i am sure that the thing will happend. i think prices eth will rise but no more than rise of prices bitcoin

I highly suggest to you to invest in IEO. Old coins in CMC well if they are in top 10 still then dig right into it. I am not quite good at partitioning investments well, I suggest leave about 40% or 50% of your total fund in Bitcoin, so, you have a total of $351 let about $175 or $140 in Bitcoin and the rest are in 10% to 5% each depending on your chosen alts. If you are only interested with this idea 'cause if I were you I'll leave half of my fund be in Bitcoin and the rest are in ten or five percent.

My suggestion is to stick to the old coins those coins already proven thier self to be good and bad depend on the market situation and they can improved more unlike new coins that will going to start from scratch.

Each of us have our own perspective to those coins which have a huge potential and give a great profit in the future. Base on my analysis, those coins have a nice record on the previous years in which have a huge chance to increase again though it doesn't mean on the next day but need a patience and understanding in order to have a good return in the future.
I think that you should not invest this money, because if you do not have experience of investing in IEO, then there is a great chance that you will lose money.
Now it is best to find old coins on Binance that have not yet shown any positive movements and invest in them a little. after an increase of 20-30-40 percent, it is better to sell and look for new coins

for a large enough fund maybe a doge can be a reference, although the price movement is quite slow but sometimes makes a surprise price as you say.

Ripple and doge become good investing coin with small amount because both ripple and doge have lower price, if you buy or investing with altcoin have higher price like ethereum or bitcoin cash maybe small profit you can earn with investing, better buy an altcoin have lower price but potential for investing long term or short term.
